What’s Included?
The McAllen ISD 2026 Bond provides funding for districtwide improvements that support modern learning environments, improve safety and security, address enrollment growth, and maintain essential building systems across campuses.

Career and Technical Education (CTE) expansions at all three comprehensive high schools, McHi, Memorial and Rowe.
Cafeteria updates at Milam, Alvarez, and Seguin Elementaries, and at Morris Middle School.

Safety and Security Improvements
The 2026 McAllen ISD Bond would provide funding for safety and security improvements across district campuses, including enhanced entry points, upgraded building systems, and site improvements designed to support safe and secure learning environments.

Spaces That Provide Collaboration
Academic Modernization includes updating classrooms, labs, and learning spaces to support current teaching methods and student collaboration. Flexible instructional and common areas are designed to encourage group learning, hands-on instruction, and collaborative student projects.

Current Overall Tax Rate.
The proposed bond can be funded without raising the current tax rate.
By paying off existing debt early, the District anticipates the current overall tax rate of $0.93 will remain at $0.93, and that an increase to the overall tax rate to support the Bond is not anticipated.
Homestead Exemptions
$200,000 for 65+ and tax freeze
$140,000 for all residents under 65
Developed by a committee of parents, teachers, students, community members, and support staff.
Over the past nine months, the McAllen ISD Facilities Forecast Advisory Committee has diligently studied the district's student enrollment trends, school capacity, safety and security, facility conditions, and traffic challenges.
A primary focus of the bond is enhancing the safety and security of students and staff. Additionally, Proposition A addresses classroom renovations to meet current educational standards as well as addresses classroom renovations to meet current educational standards, improving learning environments while supporting campus safety and functionality.
Explaining the Ballot:
In 2019, a new law for School Districts was imposed in Education Code §45.003(b-1), which adds an additional sentence to the ballot proposition:
“THIS IS A PROPERTY TAX INCREASE.”
This statement on the ballot is required by statute and cannot be modified. However, the District anticipates that the current overall tax rate of $0.93 will remain at $0.93, and that an increase to the overall tax rate to support the Bond is not anticipated.

“The issuance of not to exceed $335,000,000 of McAllen Independent School District school building bonds for the purposes of designing, constructing, renovating, improving, modernizing, expanding, upgrading, updating, acquiring, and equipping school facilities (and any necessary or related removal of existing facilities), including District-wide renovations, additions, safety and security improvements, heating ventilation and air conditioning (HVAC) and roof replacements, and technology infrastructure improvements, expansion of the District’s Career and Technical Education (CTE) facilities and fine arts facilities at each comprehensive high school campus, the purchase of buses and vehicles, and the retrofitting of buses and vehicles with emergency, safety, or security equipment, and the levying of a tax sufficient to pay the principal of and interest on the bonds and the cost of any credit agreements.”
